Every year Valve organise Dota 2 International tournament and in this time Dota 2 default user interface is changed to International tournament theme. After tournament is over UI si switched to default.

You force game to use The International theme but only for latest tournament.
To switch to latest Dota 2 The International theme right click at Dota 2 in Steam and chose Properties.
Then chose Set Launcher Options and there type:
-international
Next time you start Dota 2 UI will be changed.
